Since ASLD’s inception, its mission has been to manage the State’s Land Trust and to generate maximum revenues, through prudent planning decisions for the Beneficiaries. All land uses must compensate the Beneficiaries, and be minimally invasive, a fact that distinguishes it from the way public land, such as parks or national forests, may be used. While public use of Trust land is not prohibited, it is regulated to ensure protection of the land and reimbursement to the beneficiaries for its use, as prescribed in the State’s Constitution and supporting case law.
Robyn Sahid was appointed by Governor Katie Hobbs to serve as the Cabinet Executive Officer of the Arizona State Land Department on September 25, 2023.
Robyn is an experienced economic developer with nearly 20 years of service in the public sector, the majority spent with the City of Phoenix Aviation and Economic Development Departments. Most recently Robyn served as the Chief Economic Development & Land Use Officer for Mayor Sam Liccardo in San Jose, CA. She holds a bachelor’s degree in Political Science from UCLA and a master’s degree in International Relations from the University of San Diego.
Jim Perry was appointed as Deputy Commissioner of the Arizona State Land Department in June 2019. He continues to serve as the Director of the Real Estate Division, a position he has held since May 2018.
Jim is an experienced Chief Operating Officer, skilled in portfolio management, negotiating, budgeting, retail, and real estate development, with a demonstrated history of working in the real estate industry.
Jim is a third-generation Arizona native and graduated from Arizona State University with a B.A. in Accounting and Finance.
He and his wife Fran, and their three dogs, live in the Moon Valley area of Phoenix, Arizona.
Simone Westbrook Hall was appointed as Deputy Commissioner of the Arizona State Land Department in July 2023 after having served many years as the Natural Resources Director.
Simone began her career with the Arizona Game and Fish Department and has spent almost 20 years working on complex natural resource public policy issues in the public and private sectors. Her career experience includes various legislative/policy roles within State government, VP of Government Affairs for the Arizona Mining Association, Administrator of Governor Brewer’s Natural Resources Review Council, and Associate Director of Government Affairs with the Nature Conservancy.
Simone prioritizes time with her family, trail running and spending time outdoors with her sweet dogs Rio and Charlie.
In 1984, Joe Shirley Jr. began his term as Apache County Supervisor for District I and continued to serve for 18 years before he was elected President of the Navajo Nation. Nelson Davis is a fifth-generation resident of Apache County. He was born the second eldest of six brothers to parents, Calvin and Robbie Davis. Nelson spent his early years involved in farming and ranching alongside his brothers, parents, and grandparents. After high school, he became interested in business. Over

Nelson spent his early years involved in farming and ranching alongside his brothers, parents, and grandparents. After high school, he became interested in business. Over a span of 35 years, Nelson built, owned, and operated several successful businesses in the Saint Johns area. His wife, Tammy, has been by his side for 41 years. They have two sons, two grandsons, and one granddaughter all residing in Texas.
Nelson works as the transportation, maintenance, and sports fields director for the Saint Johns High School. He believes his business management, finance, and construction background as well as his knowledge and dedication to Apache County and its residents have qualified him to assume the role of Apache County’s District III Supervisor. He looks forward to working with the board and staff and is welcomed in his new role.
